I think it is a good thing if decisions are made by more than one person. It prevents one person having too much power, doesn't it? But the quality of the decisions matters as well. Just because more people are making the decisions does not yet mean that they are good.
Even in a group setting, you will find people who assume they still know best, people who often disregard what is best for the regular citizens. Something to look out for, should you get these councils for your kingdom.
